You are invited to this Health Scrutiny training session to provide guidance around questioning at HOSC and help shape the HOSC workplan, the main outcomes being:
At the end of this session Councillors should have a clear understanding of their role in ensuring that health services in South Gloucestershire are effective and meet the needs of residents. Councillors should be more able to understand the overall structure of health service provision, the relationships between various agencies and South Gloucestershire Council. They should be able to understand how scrutiny works collectively and collaboratively to explore issues, hold to account, and make strong recommendations.

• To explore and understand how scrutiny plays an essential role in the overview of Health provision and how it constructively works to holds the council’s Cabinet and partners to account for its appropriate delivery.
• To support councillors to understand the role of scrutiny in the complex framework of health scrutiny in the context of evolving integrated care systems and implications for changes in service delivery across all health settings from primary to acute
• To explore with councillors the relationship with Children and Family services and health services, particularly in areas such as CAMHS, sexual health etc
• To understand how scrutiny can play a key role in improving health provision in the community by exploring issues important to residents
• To provide councillors with an opportunity to explore and take practical steps to carry out scrutiny of health services in a way that makes an impact.
• The importance of strategic focus in scrutinising health partners
• Assist the understanding of the various provider roles and to consider how each can be effectively scrutinised and held to account
• Building and understanding of the overview and scrutiny framework within an integrated social care and health setting

• The scrutiny work programme – focus, rigour and depth

• Suggest areas where more in-depth scrutiny enquiries may assist the process

Learning outcomes
At the end of this session Members should have a clear understanding of their role in
ensuring that health services in the County are effective and meet the needs of local
residents. Councillors should be more able to understand the overall structure of
health service provision, the relationships between various agencies and the County
Council. They should be able to understand how scrutiny works collectively and
collaboratively to explore issues, hold to account and make strong recommendations.


This session will be delivered by Paul Cutler. Paul leads CfGS programmes on health and social care. He has over 30 years’ experience providing support and advice to local government and the NHS. He has held a variety of governance and board roles in the NHS including non-executive directorships and is currently a lay member for a Clinical Commissioning Group. He has been a trustee for several UK charities and has been a member of a management committee for a housing association. He has written a number of training and facilitation programmes as well as publications providing advice on training, organisational development, participation, health engagement and children’s services. His original professional background is in social work and has provided training and lecturing at a variety of universities to support the development of the profession. He has academic qualifications in sociology, social work, community and international development, management, media and communications. He has professional qualifications in social work and training.
